Further information: Raja of PanagalIn 1922, Subbarayan was nominated to the Madras Legislative Council as an independent candidate representing the landowners of the South-Central division of the Madras Presidency. and served as a Council Secretary. He took the side of C. R. Reddy and the Swarajists and voted against the Raja of Panagal during the no-confidence motion of 1923.
