  • Herbert Hoover, "an American mining engineer who was present at the siege of Tien-Tsin", was interviewed by the New York Times and predicted that "Unless out government adopts a more forcible policy, we will have a calamity in China that has not been equaled in the history of the world." The 26 year old engineer, destined to become the 31st President of the United States, went on to say "Our whole policy has been to pat a rattlesnake on the head."
