Ng Ser Miang

Ng Ser Miang (Chinese: 黄思绵; pinyin: Huáng Sīmián, born April 6, 1949, China) is a sportsman, diplomat and entrepreneur from Singapore. He is also one of the Vice-Presidents of the International Olympic Committee (IOC), a position he has served since October 2009.

Role in the IOC

Ng was elected as a member of the IOC in 1998, and in 2005, he was elected to the IOC Executive Board. He serves in the IOC Finance Commission and Audit Committee, and was a member of the IOC Solidarity Commission and the Olympic Congress 2009 Editorial Committee.

He was also part of the IOC Evaluation Commission, reviewing the bids for the 2012 Olympic Games, and a member of the IOC Coordination Commissions for the Beijing 2008 Olympic Games and the London 2012 Olympic Games.

He headed the organising committee for the 117th IOC Session in Singapore in July 2005, where the vote for the host city of the 2012 Olympic Games was held. He was also the Chairman of the Evaluation Commission for the 124th IOC Session in 2011 and the 125th IOC Session in 2013.

In March 2011, he was appointed by IOC President Jacques Rogge to coordinate the IOC’s relief effort to Japan, following an earthquake and tsunami in the country.

Sports Career and Local Sports

A former sailor, he won a silver medal in the 1969 South-east Asian Peninsular Games, and was the vice-president of the International Sailing Federation (1994-1998).

As the former chairman of the Singapore Sports Council (1991-2002), he initiated and chaired Project 0812 to chart the strategies to help Singapore win medals at the 2008 and 2012 Olympic Games. The Singapore women table tennis team went on to win the silver at the Beijing Olympic Games in 2008, Singapore’s first Olympic medal in 48 years.

Ng is also a vice-president of the Singapore National Olympic Council, and the Chairman of the Singapore Olympic Academy Board of Governors. He has helped to bring a number of events to Singapore, from the 2001 General Association of Sports Federations International Congress to the 2005 IOC Session, the 2009 Asian Youth Games and the 2010 Youth Olympic Games (YOG).

He was the Chairman of the Asian Youth Games Steering Committee (2009) and the Singapore 2010 Youth Olympic Games Organising Committee. For his role in the Singapore Youth Olympic Games, he was conferred the National Day Meritorious Service Award by the Singapore government in 2010, and awarded the Distinguished Service Award by the United States Sports Academy in 2011.

He is the chairman of Singapore Olympic Foundation (SOF), set up in February 2010 to promote sports, culture and education activities to encourage athletes and youth to live by Olympic values. In June 2010, the SOF launched the SOF-Peter Lim Scholarship to help promising young athletes with financial challenges to achieve their goals in sports.

Diplomatic and Public Service

Ng is the Singapore Ambassador to Norway, and he completed his tour as the Singapore Ambassador to Hungary in 2012 after 12 years. He has been appointed a Justice of Peace in Singapore since 2005 and was a Nominated Member of Parliament from 2002 to 2005.

Businessman and Entrepreneur

Ng took over the Singapore Shuttle Bus company in 1979 and found the Trans-Island Bus Services in 1982, where he was the Managing Director, and for which he was awarded the Outstanding Chief Executive of the Year Award in 1992. In 2001, he sold his stake to SMRT Corporation.

He is the Chairman of the Board of directors of NTUC FairPrice – the largest supermarket chain in Singapore. He also is the Chairman of Network China, and served as a member of the Asia Pacific Economic Cooperation (APEC) Business Advisory Council from 2001 to September 2008.

He has served as an independent director on several public listed and private companies, ranging from insurance, finance, venture capital, leisure industries and transport, including on the board of the Singapore Press Holdings Limited, a Singapore’s media organisation.

Personal Life

Ng graduated with a Bachelor of Business Administration (Honours) from the then University of Singapore, and was also conferred a Fellow at the Chartered Institute of Transport.

He has three children with his late wife.
