Early Life
Napoleon was born in 1904. He hails from the island of American Samoa. Like many Samoans at the time, Tuiteleleapaga grew up poor. He was a self taught man as well as a self taught musician. He attended the Marist Brothers School, Leone Village, Alataua County, Western District, Tutuila American Samoa. He graduated the 8th grade, which was highest level of education at the time. He went on and continued with his independent studies. Tuiteleleapaga was very keen with music. He fancied brass instruments the most. He had the innate ability to figure out how and instrument worked and how to be able to play it. Some passed down stories tell of how would compose songs on restaurant napkins. Napoleon's interests didn't stop there, He would go on to earn a LL. B. degree attending Loyola Law School in Los Angeles, California.
He was the oldest of 11 children. He has four children and many grandchildren and great grandchildren.
He was then employed by the U.S. Navy that was stationed on the island of American Samoa. After some time serving with the U.S. Navy, he was honored and privileged to receive clearance from the Navy Department in Washington to assist Lt. Cdr. Allan M. MacQuarrie, aide-de-camp to the last naval governor, Capt. Thomas F. Darden, to handle all the confidential and top-secret documents in closing the administration of the Navy and its transfer to the Department of the Interior.
