Gordon Fuller stepped down as COO of the M&E on August 6, 2010, with Wesley Weis (one of the original 1982 investors) taking his place. On April 11, 2012, it was announced that Fuller had been indicted for defrauding the state of more than $800,000 in state grants that were intended for railroad rehabilitation. Fuller was no stranger to the railroad industry, having previously been involved in the executive management of the Toledo, Peoria and Western Railroad as well as the CNJ. The same day the indictments were announced, Morris County began soliciting proposals from new short line operators to take over the Dover & Rockaway Railroad, the Chester Branch Railroad, and the High Bridge Branch Railroad. There have been no new developments posted at this time.
