Kells was first elected to the Ontario legislature in the provincial election of 1981, outpolling Liberal candidate Jim Mills by over 10,000 votes in the Etobicoke riding of Humber. He was made a parliamentary assistant in 1983. Kells supported Frank Miller's successful campaign for the party leadership in January 1985
