- This tally does not include the Speaker, who only votes in the House if there is a tie. Parliamentary procedure suggests in the event of a tie vote, she or he would break the tie by voting "No" so as to prolong debate.
Up to 154 votes were needed to ensure the legislation passes, although the only formal requirement for passing legislation is the assent of a majority of members in attendance for the vote.

Famous quotes containing the word votes:
“I must sojourn once to the ballot-box before I die. I hear the ballot-box is a beautiful glass globe, so you can see all the votes as they go in. Now, the first time I vote Ill see if the womans vote looks any different from the restif it makes any stir or commotion. If it dont inside, it need not outside.”
—Sojourner Truth (c. 17971883)
“Yet do not I invite
The wrinkled shopman to my sounding woods,
Nor bid the unwilling senator
Ask votes of thrushes in the solitudes.
Every one to his chosen work.”
—Ralph Waldo Emerson (18031882)
“If you can get enough votes so that mine will make a majority, you can have it.”
—Calvin Coolidge (18721933)
