In 2006, 18% of Medicare beneficiaries were covered by a Medigap policy. Almost a third of Medigap policyholders (31%) live in rural areas; in comparison, roughly a fourth of all Medicare beneficiaries live in rural areas. Two-thirds of rural Medigap policyholders (66%) report incomes below $30,000.
