Main motions are made while no other motion is pending. Any of the subsidiary, incidental and privileged motions may be made while the main motion is pending, and in many cases these motions, if passed, will affect the assembly's consideration of the main motion.
When greater formality is desired, the main motion may be made in the form of a resolution, which is always submitted in writing. A preamble containing several paragraphs explaining the background of and/or justification for the proposed action is often included, but is not required.

Famous quotes containing the word explanation:
“Natural selection, the blind, unconscious, automatic process which Darwin discovered, and which we now know is the explanation for the existence and apparently purposeful form of all life, has no purpose in mind. It has no mind and no minds eye. It does not plan for the future. It has no vision, no foresight, no sight at all. If it can be said to play the role of the watchmaker in nature, it is the blind watchmaker.”
—Richard Dawkins (b. 1941)
