Problems
Many people disliked the low-flow toilets because they had to flush the toilets twice to achieve their desired task. Joe Knollenberg, a Congressman from Michigan tried to repeal the law but was unsuccessful. The performance of some low flow toilets has significantly improved since 1994.
In 2011, the San Francisco Chronicle reported that, while low-flow toilets are estimated to have saved the city of San Francisco 20 million gallons of water per year, the reduction in water volume has caused waste sludge to back up in the city sewer pipes. The city is attempting to solve this by adding chlorine bleach to the pipes, a proposal that has raised environmental objections.

Famous quotes containing the word problems:
“If when a businessman speaks of minority employment, or air pollution, or poverty, he speaks in the language of a certified public accountant analyzing a corporate balance sheet, who is to know that he understands the human problems behind the statistical ones? If the businessman would stop talking like a computer printout or a page from the corporate annual report, other people would stop thinking he had a cash register for a heart. It is as simple as thatbut that isnt simple.”
—Louis B. Lundborg (19061981)
“Its so easy during those first few months to think that the problems will never end. You feel as if your son will never sleep through the night, will always spit up food after eating, and will never learn to smileeven though you dont know any adults or even older children who still act this way.”
—Lawrence Kutner (20th century)
“Hats have never at all been one of the vexing problems of my life, but, indifferent as I am, these render me speechless. I should think a well-taught and tasteful American milliner would go mad in England, and eventually hang herself with bolts of green and scarlet ribbonthe favorite colour combination in Liverpool.”
—Willa Cather (18761947)
