Reaction
The scheme was opposed during the consultation phase by a range of stake holders: The Freight Transport Association proposed an alternative scheme, reliant on a replacement cycle of vehicles, with lorries over 8 years old being liable, with higher years for other vehicles. They also stated that the standards were different than the forthcoming Euro 5 requirements as well suggesting the scheme did not do anything to help reduce CO2 emissions. The Road Haulage Association opposed the scheme, stating the costs to hauliers and benefits to the environment did not justify its introduction. Schools and St. John Ambulance have expressed concern about the additional costs that the scheme will bring them, particularly in light of the restricted budgets they operate under. London First, a business organisation, criticised aspects of the scheme with relation to the categorisation of vehicles, but supported the principle. The scheme has been supported by the British Lung Foundation and the British Heart Foundation.

Famous quotes containing the word reaction:
“In contrast to revenge, which is the natural, automatic reaction to transgression and which, because of the irreversibility of the action process can be expected and even calculated, the act of forgiving can never be predicted; it is the only reaction that acts in an unexpected way and thus retains, though being a reaction, something of the original character of action.”
—Hannah Arendt (19061975)
“Christianity was only a very strong and singularly well-timed Salvation Army movement that happened to receive help from an unusual and highly dramatic incident. It was a Puritan reaction in an age when, no doubt, a Puritan reaction was much wanted; but like all sudden violent reactions, it soon wanted reacting against.”
—Samuel Butler (18351902)
“Sole and self-commanded works,
Fears not undermining days,
Grows by decays,
And, by the famous might that lurks
In reaction and recoil,
Makes flames to freeze, and ice to boil.”
—Ralph Waldo Emerson (18031882)
