Hideo Kuze (クゼ・ヒデオ, Kuze Hideo?) is a full cyborg, a former SDF member, and a member of the Individual Eleven terrorist group whose formation was brought about by Kazundo Goda. He is the second primary adversary of Section 9, along with Goda, in 2nd GIG. Unlike the rest of the Individual Eleven members, Kuze does not commit suicide. Instead, he identifies with the grievances of the sizable refugee population in Japan, assuming leadership of a refugee resistance movement. According to the interview with Takayuki Goto, Kuze is modeled after the half-Japanese and half-Taiwanese actor Takeshi Kaneshiro.
