Carlito, played by Carlos Sanz, is the head of the West Coast Crime Syndicate in Los Angeles. He betrays Chelios to Ricky Verona hoping to deflect blame for Don Kim's apparent assassination and take Verona on as his new hired gun when Chelios died. When Chelios comes to confront Carlito at his high rise pent house a massive shoot out ensues between Carlito's men and the Triads led by Don Kim. Carlito manages to slip away from the shootout with Verona to his private helicopter but before he can escape he is himself betrayed and killed by Verona when he shoots Carlito several times in the chest just before Chelios arrives to kill them both.
