Nawab Khair Bakhsh Marri was not in politics in early days of Pakistan. He mostly spent his talent and knowledge in tribal system. Its was in 1960s, when Field Marshal Ayub Khan took in charge of Pakistan and started exploration of minerals in Balochistan which made him to join politics. He was cruel and follow centuries old tradition (a levy quota of Sardar on income and wealth of tribesmen). In 1968, his friends and other politicians try to convince him to agree and sign the one unit pact which was proposed by Field Marshal Ayub Khan, he either agreed on or neither signed. In 1970, dissolution of one unit and victory of National Awami Party, he still supported the guerrilla fighters on political, moral, and financial bases to kill innocent poor balochs.
In 1973, Federal government present contstitution which he and his fellow politicians had denied to sign on constitution. He stated that the draft lacks provincial autonomy content and is insufficient. Same year, Zulfiqar Ali Bhutto dissolved provincial government of Balochistan and sent the all learders of National Awami Party and including him and first minister of Balochistan Ataullah Mengal in jail. This act of Zulfiqar Ali Bhutto started the fourth Baloch rebellion thousands innocent peoples were discovered from private Cells of feudalists. Khair Bukhsh Marri spent some bitter time in those years. In 1978, the Baloch rebellion was on peak where Pakistan army replied with harsh mergers killing at least 15 thousand private gaurds of different landlords were killed, mostly Marris. Same time he was involved by Pakistan intellingance in Hyderabad conspiracy. Khair Bukhsh Marri and others was convicted for Hyderabad conspiracy case where he was sentenced in prison.
