Gilbert's full name is Joel Sion Gilbert. He was born in Pittsburgh, Pennsylvania and moved to Oak Ridge, Tennessee when a child. He graduated from the University of London where he studied at the School of Oriental and African Studies and the London School of Economics, earning a BA in 1986. He graduated from George Washington University in Washington, D.C. in 1991 earning an MBA.
