Prior to their invasion of China, the Japanese scorned propaganda, which they termed "thought war" as unworthy of the spirit of bushido. However, Westernization, and confrontations with Western powers, convinced them to develop such measures.

They widely believed that any unfavorable opinion of them was owing to superior enemy propaganda; even after the Rape of Nanking, they believed that only superior Chinese propaganda explained why the world turned on them.
