Iraqi National Intelligence Service - Founding

Founding

In April 2004, CPA head Paul Bremer signed Authority Order Number 69, which laid out a charter for the INIS and authorized the Iraqi Governing Council to create such an agency. Its first director is Mohammed Abdullah al-Shahwani and is has been funded from secret funds set aside within the Iraq appropriation approved by the US Congress. These secret funds, totalling $3 billion over three years, are said to be destined for covert CIA operations within Iraq (as well as, to a small extent, Afghanistan). Al-Shehwani was in the Iraqi military from 1955 until 1984, fled to the UK in 1990 and lost his three sons in the 1996 failed coup organised by INA and the CIA.

In mid 2004 eighteen INIS agents were killed, ten by the Badr Organization and eight by Abu Mussab al-Zarqawi's Al-Qaeda in Iraq according to al-Shahwani. He also accused the Iranian embassy in Baghdad of organizing the Badr assassinations.

Famous quotes containing the word founding:

... there is no way of measuring the damage to a society when a whole texture of humanity is kept from realizing its own power, when the woman architect who might have reinvented our cities sits barely literate in a semilegal sweatshop on the Texas- Mexican border, when women who should be founding colleges must work their entire lives as domestics ...
    Adrienne Rich (b. 1929)

The responsible business men of this country put their shoulders to the wheel. It is in response to this universal demand that we are founding today, All-American Airways.
    John Dos Passos (1896–1970)

The Founding Fathers in their wisdom decided that children were an unnatural strain on parents. So they provided jails called schools, equipped with tortures called an education. School is where you go between when your parents can’t take you and industry can’t take you.
    John Updike (b. 1932)
