Background
ISPE was founded by Chev. Dr. Christopher Harding, a psychometrics expert who resides in Queensland Australia. The 1966 edition of the Guinness Book of World Records listed Dr. Harding as "The Smartest Man in the World." The Society is organised by voluntary elected and appointed Officers in accordance with its Charter.
The motto of ISPE is "Quaere Vērum," which means "seek truth". ISPE as an organisation does not hold any official political opinion or affiliation. Its goals focus on the harnessing of intellect for the betterment of society and on providing a forum for discourse and exchange intended to foster the intellectual development of its members.
The quarterly journal of the Society is Telicom (ISSN 1087-6456). This title is derived from "telic" (towards a principle or goal) and "communication". The journal publishes original artwork, poetry and articles "of interest to a broad segment of the membership." In particular, controversial matters eliciting a lively discussion are welcome.

Famous quotes containing the word background:
“Silence is the universal refuge, the sequel to all dull discourses and all foolish acts, a balm to our every chagrin, as welcome after satiety as after disappointment; that background which the painter may not daub, be he master or bungler, and which, however awkward a figure we may have made in the foreground, remains ever our inviolable asylum, where no indignity can assail, no personality can disturb us.”
—Henry David Thoreau (18171862)
“They were more than hostile. In the first place, I was a south Georgian and I was looked upon as a fiscal conservative, and the Atlanta newspapers quite erroneously, because they didnt know anything about me or my background here in Plains, decided that I was also a racial conservative.”
—Jimmy Carter (James Earl Carter, Jr.)
“Pilate with his question What is truth? is gladly trotted out these days as an advocate of Christ, so as to arouse the suspicion that everything known and knowable is an illusion and to erect the cross upon that gruesome background of the impossibility of knowledge.”
—Friedrich Nietzsche (18441900)
