In 1948, Rev. Fr. Hidulfo Gabriel y Pontilla, parish priest of Immaculate Conception Church, Umingan, Pangasinan, founded the school, then named Immaculate Conception High School, near the parish church in the house of one of the parishioners. Its first academic year was 1948 and 1949; at the first commencement exercise, dated 5 April 1949, there were three candidates confirmed as graduates by the founder and school director together with the fist school principal, Salustiano R. Rollolazo.

After four years, the school enrolment dramatically increased and classes became complete from 1st year to 4th year,and was reorganized with a Board of Trustees.

In 1950, the members of its Board of Trustees at their own expense, constructed a new school building located adjacent to the church; these was the first formal classrooms. Subsequently, the name of the school was changed to Immaculate Conception Catholic High School when the Roman Catholic Diocese of Urdaneta adopted the school as the third school in what later became the Roman Catholic Diocesan Schools of Urdaneta. The following year, the Catholic Educational Association of the Philippines affiliated ICCHS as a member schools.

On 15 August 2001, the word "high" was stricken- from the name of the institution as the school was no longer be exclusive for high school students, having applied for a government permit for pre-school and grade school courses; the first such classes began in 2004.
