Tenth Party Congress
The party initially allowed free and open debate at party meetings, but this changed due to the Civil War. At the Tenth Party Congress of 1921, factions were banned in the party, including the Workers' Opposition, and in 1922 the Communist Party became the only legal political party.
In 1922 the Jewish Communist Party (Poalei Zion) (EKP) merged into the Yevsektsiya, the Jewish section of the party. This was one of two Poalei Zion (left zionists) groupings active in Russia at the time. The other, the Jewish Communist Labour Party (Poalei Zion), was prohibited in 1928.

Famous quotes containing the words tenth, party and/or congress:
“Of Ickworths boys, their fathers joys,
There is but one a bad one;
The tenth is he, the parsons fee,
And indeed he is a sad one.
No love of fame, no sense of shame,
And a bad heart, let me tell ye:
Without, all brass; within, all ass,
And the puppys name is Felly.”
—Horace Walpole (17171797)
“This will not be disloyalty but will show that as members of a party they are loyal first to the fine things for which the party stands and when it rejects those things or forgets the legitimate objects for which parties exist, then as a party it cannot command the honest loyalty of its members.”
—Eleanor Roosevelt (18841962)
“I need not tell you of the inadequacy of the American shipping marine on the Pacific Coast.... For this reason it seems to me that there is no subject to which Congress can better devote its attention in the coming session than the passage of a bill which shall encourage our merchant marine in such a way as to establish American lines directly between New York and the eastern ports and South American ports, and both our Pacific Coast ports and the Orient and the Philippines.”
—William Howard Taft (18571930)
