Unless otherwise indicated, services are provided by Stagecoach Hampshire Bus.
This was the first version of the network Basingstoke sees today. The 1999 service was directly replaced by this one in August 2000. It took a very long time for Basingstoke's travellers to get used to the new network, it was vastly different from the previous one.
The following services did not serve the Bus Station, using the railway station instead: 1, 3, 6
Country routes were largely the same in 2000 to those in 1999. Here is a list of the Basingstoke local routes:

- 3: SOUTH HAM - Winchester Road - TOWN CENTRE - Norn Hill - POPLEY Carpenters Down (referred to by Stagecoach as 'East Popley')
- 4: KEMPSHOTT Heather Way - Pack Lane - St Pauls Road - Worting Road - TOWN CENTRE - Houndmills - POPLEY Abbey Road (referred to by Stagecoach as 'West Popley')
- 5 BUCKSKIN (Loop round Chiltern Way) - Worting Road - TOWN CENTRE - Oakridge - HOSPITAL
- 6: TOWN CENTRE - Houndmills - WINKLEBURY (anticlockwise)
- 7: TOWN CENTRE - London Road - BLACK DAM - Hackwood Road - TOWN CENTRE
- 8: EAST OAKLEY - Newfound - Worting - TOWN CENTRE - Daneshill - OLD BASING
- 9: TOWN CENTRE - Worting Road - South Ham - Berg Estate - Fiveways - Buckskin - Worting - Winklebury - Park Prewett - Hospital - Popley - CHINEHAM CENTRE
- 10: BASINGSTOKE - Kempshott - North Waltham - Micheldever - WINCHESTER (Operated by Countywide Travel)
- 11: TOWN CENTRE - South View - TOWN CENTRE
- 12: TOWN CENTRE - Lychpit - Chineham Centre - Pyotts Hill - OLD BASING
- 32/32A: BASINGSTOKE - Houndmills - Winklebury (32)/Hospital (32A) - Rooksdown - Kingsclere - Headley - Greenham - Bishops Green (32) - NEWBURY (Most route 32 journeys operated by NEWBURY BUSES)
