Description of the Municipality of Hebi Located at the North of Henan province, Hebi was named after a phrase "Crane roosts on the cliff of southern mountain "was founded in 1957, with an area of 2,200 square kilometers, the population of 1.6 million, two counties and three districts and one National Economic and Technical Development Zone. Though Hebi is a relative small city in Henan with small population and area, its development is characteristic among the municipalities in Henan. Main indicators of economic development are ranking among the provincial top level in consecutive years. Hebi has been cited as China Excellent Tourism City, China Inhabited Environment Model City ,The First Batch of National Circular Economy Pilot City ,The National Standardized Pilot City of Circular Economy ,The National Pilot City of Renewable Energy Architecture Application, The National Model City of Building Energy Conservation, The National Pilot City of Urban and Rural Employment, The First Batch of Establishing Entrepreneurial City, The National Standardized Pilot City of Integrated Agriculture, The National Excellent City of Comprehensive Management of Social Security. Hebi is a city with long history and splendid culture. Dating back to 3,000 years ago, Hebi was once one of the capital of Shang dynasty in its late period and the capital of Wei and Zhao in Spring and Autumn Period. Its jurisdiction, Xun Country, was once named Liyang in ancient time,a famous historical and cultural city, land of Chinese folk art, the pilot city of preservation of national folk culture. The Northern Wei Dynasty stone buddha on the Dapi mountain is earliest in nationwide and largest in Northern China. The ancient temple fair of the mountain in Xun Country has a history of 1,600 years. During the temple fair, the maximum daily tourist flow volume amounts to 300 thousand, making it the first ancient temple fair of North China. Qi County was once named Zhaoge in ancient time, one of the headstream of famous provincial-level historical and cultural city and culture of Shang Dynasty. Yunmeng mountain in the country is cited as "the first ancient military academy in China", for the thinker and militarist ,Wang Chan whose another name is Gui gu zi, used to talk about his thought here, and Sun Bin, Pang Juan, Su Qin, Zhang Yi, Mao Sui were all his students. Qi River passing through the city is the mother river of the Hebi people. There were once more than 1,000 poems about admiring the beauty of Qi River and 39 poems of the poetry collection Shijing described the local conditions and customs and natural scenery along the river. Now, Qi River remains clean and drinkable, and is cited as "Poem river", "Shi River ", "Ecological River", also the reputation of " Lijiang River in Northern China". Hebi is a rapid developing city that adheres its goodness. Hebi is an emerging industrial base in Henan province. Among the three industries, industry accounts for 71.5%, agriculture accounts for 11%, and tertiary industry accounts for 15.5%. Hebi owns four provincial industrial agglomeration area and three municipal specialty industrial park zone. Now, Hebi has formed the three specialty leading industries of coal and electric material, automobile and parts, food processing, and two emerging leading industries of electronic information and Magnesium processing. In coal and electric material industry, Hebi is the energy base in Henan, 20 tons of coal reserves and 10 million tons of annual extraction volume. We have constructed five domestic power plants with installed capacity of 2.2 million kilowatts and one power plant with installed capacity of 1.3 million mw is under construction, after completion its installed capacity can reach more than 3.5 million kw. Domestic construction Making use of own advantages, we planned and constructed the two biggest industrial projects of China Petrochemical and Henan coal integration group during the period of “125” of Henan. The project of coal integration Henan coal integration group with a total investment of 18 billion yuan has been formally signed, and has been listed in the national "125 coal further processing demonstration project planning". Before the end of the year it is expected to start to construct. The project of methanol with annual output of 600, 000 tons was infused totally 4 billion yuan and the project of calcium carbide with annual output of 450, 000 tons totally 1.3 billion yuan, and the two projects have already been completed. Project of coal system glycol with annual output of 500,000 tons investing total capital of 6 billion yuan, its first phase can be completed by the end of year, and its second phase is stepping up; Project of 1.4 butanediol with total investment of 1.8 billion yuan, its first phase has gone into operation and the second phase has commenced construction; The project of polytetrahydrofuran with annual output of 100,000 tons invested 1 billion yuan, it has been constructed. By the end of "125", Hebi’s total industrial investment of coalification integration will exceed 50 billion yuan, then it will become an important modern coal chemical industry base of China. At the same time, in the aspect of building materials, we have Tongli cement, Yuhe tongli cement two new dry process cement producing enterprises with daily output of 10000 tons of cement and annual output of more than 300 tons of cement. Processing Guangdong new source group as our leading stone forest ceramics park, we has signed a contract with them and has grounded more than 70 ceramic production lines in Hebi. Investing total 5 billion yuan, we now is building the largest base of new ceramics in the middle of China. In automobile and parts industry, Hebi is an important automobile and parts producing base of Henan. Our main productions are kinds of automobile parts using in autos like vehicle, military communication car, light truck, vehicle wiring and auto mould and so on. Henan Tianhai group as the main parts supplier for American Chrysler group and Germany Volkswagen car group has become the largest car connector scientific research production enterprise; Brilliance auto group invested 1.2 billion yuan to a project which will produce 100000 trucks annually and it has been put into operation. Hebi is trying to build auto base in the middle of China; Hebi automotive electronic industrial park invested by Shenzhen Shenghang electronic group with the total investment 1 billion yuan is going to be completed and be used recently, it will affect domestic automotive electronic industrial manufacturing deeply. The project of refitting vehicle operated by Hubei Chengli specialized vehicle manufacturing group with a total investment of 1.4 billion yuan is under construction. In food processing industry, Hebi has a great influence on Henan’s animal husbandry and food deep processing industry, even on the whole country’s. The animal husbandry industry of Hebi is relatively developed. Hebi is an important national livestock and poultry production base and is a national food safety comprehensive demonstration area. Being meat enterprises top 50 of China, Henan yongda and Dayong are McDonald's, KFC and other well-known snack enterprise's main suppliers, accounting for about 40% shares of chicken purchasing. It is known to all over the country for its high-yield grain production, and is one of the national bases of high quality wheat with medium and high gluten, high-yield corn production demonstration plot. The selective breeding and matching technology research project”, completed by the corn breeding expert Cheng Xiangwen with his team, had won the first prize of the 2011 National Progress Prize in Science and Technology and was highly praised by premier Wen Jiabao when he was inspecting in Hebi. In electronic information industry, as one of the 30 major national electronic industry cities in the 80s of last century, our city has seized the opportunity of support from the State Council in Hebi’s construction of electronics information base to speed up the development of auto-electronic, photoelectron and CE(consumer electronics) depending on the good foundation and conditions. At present, there are totally more than 150 electronic and information enterprises in the whole city. The light-way divider project, cooperated with Chinese Academy of Sciences and with a total investment of 650 million, has gone into formal operation, which fills the domestic technical blank. In the meantime, the program of photoelectron industrial park with a total investment of 1.5 billion is under construction. In addition, the 3-D naked-eye stereo display technique of Henan Sanyang Light and Electron Co. is the leading way and the contacts of several key programs such as the communication facilities of Shenzhen Hainengda Communication Company have been officially signed. And we are trying our best to rebuild the glory of “Hebi Electronic city” and to construct the national level electronic and information industrial base. In magnesium metal further processing industry, Hebi is the demonstration base of China’s high quality magnesium metal production and processing, which owns the national-highest-taste dolomite mine with the least impurities; the national most advanced raw magnesium smelting technique; the national maximum capacity of comprehensive processing, the most completed industrial chain, and the global biggest primary magnesium products processing and exporting base; the country only national level magnesium and magnesium alloy product quality supervision and inspection center, storage transaction center and personnel training base. At present, the contact of the cooperation with Foxconn Technology Group has been official signed and relaying on our magnesium metal industry, Foxconn Technology Group will conduct the production and research and development of the new functional materials, light-weight auto components and the spare parts of e-book, mobile phone and camera in Hebi. While the first phase of the magnesium metal comprehensive utilization industrial park project with a total value of 2billion invested by Qingdao Diendi Group has gone into operation, the second phase is under construction. At the same time, there is also a batch of other projects such as the mini generator of Henan Trands Motor Co., ltd., the spare parts of magnesium alloy electromobile with an annual productivity of 1million unites of Jiemeite Co. and the magnesium alloy wheel hub with an annual productivity of 1million unites of Guanxing Co., among which some are being rapidly constructed, some have begun to operate: we are pressing forward on the target of building “Chinese Magnesium Valley”. Hebi is a city with fantastic environment and inhabitable ecology. Leaning against mountain and facing river, Hebi is named as China Excellent Tourism City, and China Inhabited Environment Model City. Urbanization rate is 50%, green coverage rate reaches more than 40%, the weather of 96% of the days in one year is fine, and the average housing price is about 3,500 yuan /square meter. The new district with an area of 35 square meters, the population of about 300 thousand, and population density per square meter less than 10 thousand person is of the least population density and largest district of per capita public green area. There have no traffic jams and parking fee. It will take 10 minutes to the highway and railway station and 40 minutes to every town and village of its jurisdiction from the center of the city. Hebi remains ordered social security, and has been cited as model city of social security by nation and Henan province in consecutive 8 years, and people's happiness index ranks 7 in nationwide. The overall development scheme of new district has been permitted by the provincial government. Based on the beautiful Qi River, with an planned area of 130 square meters, the district is the central area that Hebi will focus on for a coming period. All the programs and construction has been promoted with high standard and fast pace. Meanwhile, we keep integrating development of the old and new city areas, paying great attention to the development of the old area when accelerating the development of the new district. In recent years, nearly 5 billion has been invested in construction and renovation of the old area, significantly improving the production and living environment of the people there. Hebi is an investable and vibrant city. It can provide the convenient developing environments and conditions although in spite of its limited land area. Plenty of lines pass through and gather here, such as Beijing-Guangzhou railway, Beijing-Shenzhen high-speed rail, central and southern Shanxi railway, Beijing-Hong Kong and Macao Expressway, Hebi-Huixian and 107 National Road. Hebi not only has convenient and fast transportation but also is rich in water resource and never in power shortage or power rationing. There are also adequate construction land and high-quality labor resources. Meanwhile, we have planned and built 7 industrial cluster regions with distinctive industry features such as Heqi, Jinshan, Baoshan, whose overall plan and environmental assessment have been approved by the superior, which has also been equipped with water, power, roads, gas and standard mill etc. and attracts a large batch of famous enterprises to invest and settle. In the meantime, during the process of attracting investment and project construction, we insist industrial special strategy, special services to major enterprises and one policy to one business in major programs and introduce a suite of preferential policies in the aspects of land, tax, subsidies on interest payment, charges of administrative none-profit service and personnel introduction etc. The Financial department of Hebi allocated a sum of money to build a high-level talent community especially for executives and technical backbone from the enterprises.
