Green Party of The Philippines

The Green Party of the Philippines is a concept initially proposed by the Philippine Greens, an environmentalist movement in the country. The party would be established when Green activists have managed to build organized mass constituencies and Philippine electoral processes have been sufficiently cleaned up. From the Philippine Greens' perspective, the Green Party remains a concept that all Green-oriented groups and individuals can work towards. Currently no Philippine Green member occupies any official position. They have since decided to remain a green movement and not pursued direct green party building.

However, other groups outside the Philippine Greens have also indicated their intention to set up a Green Party in the Philippines.

In the first party list elections in 2002, Green Philippines ran and lost. They have since been delisted.

The existing group that is actively forming a national Green Party today is Partido Kalikasan (Philippine Green Party) or GREENS PH. GREENS PH was founded on December 6, 2003. It has members nationwide. One of its chapters, the Cagayan de Oro Chapter in Northern Mindanao participated in the 2004 local election as Partido Kalikasan. In 2007 Partido Kalikasan groups in Victoria, Oriental Mindoro and Tanauan, Batangas formed tactical alliance with existing local chapters of registered national political parties who carried their green political agenda. The Partido Kalikasan and the Philippine Greens are both members of the Asia Pacific Greens Network which meet in February 2005 in Kyoto.

In the 2010 elections, several Partido Kalikasan members ran in Zambales, Sibuyan and Oriental Mindoro Provinces. An associate member of the Party was elected councillor in Victoria, Oriental Mindoro. During the same elections, Partido Kalikasan also supported the candidacy of the green presidential candidate, Mr. Nicanor Perlas who lost that elections.

In 2007, a national political party called the Philippine Green Republican Party was accredited with the COMELEC (Commission on Elections) and fielded senatorial candidates but lost. In 2010, they again fielded national candidates and local candidates including a Presidential candidate, Mr. Felix Cantal. He, together with some of their Senatoriable candidates were declared nuisance candidates. Many serious environmentalist and greens believe; after analyzing the political agenda of the Philippine Green Republican Party, that they do not share the basic green principles and agenda to merit being considered a serious and legitimate national green political party.

Also in 2010, several party list candidates carried the green agenda in their declarations. Two of the more serious among these are the Green Force, organize by environmentalists from the ranks of the freemasons in the Philippines, and the PCL (Philippine Climate Leaders) who turned out to be officers of the Philippine Councillors League, carrying their acronym with a green twist. It is not certain to what extend then and now whether they have truly continued their green political organizing and advocacy.

For the 2013 May national and local elections, another green party list group filed their petition to be accredited. This is the KALIKASAN Party List (Green Party Philippines). KALIKASAN Party List emerge from the KPNE (Kalikasan People's Network for the Environment), a national network of grassroots peoples organization who are commonly associated and organize from the traditions and organizing of the extreme left (marxists-maoist tendencies).

Recently, the COMELEC have delisted KALIKASAN Party List and Green Force from party list organizations who will be allowed to run in the Party list elections for 20% of the seats in the lower house of the Philippine congress. COMELEC cited that these organizations were not able to prove sufficiently that they comply with the basic requisites of representing the marginalized sectors of Philippine society to be able to run in the Party List elections. It is uncertain what the faith of the PCL is for the 2013 May elections.

Partido Kalikasan (GREENS PH); on the other hand, has continued its organizing towards being a national political party. It now has more than 500 members nationwide in all but one of the region all over the country. Its presence now cover 49 of the 80 provinces and already has 120 city/town coordinators currently being process to set-up city/town chapters. 2013 is the 10th year of Partido Kalikasan! By middle of 2013, it intends to finally file its petition to be recognize as a national political party with COMELEC. For now it functions as an informal organization supported by its party institute, the Partido Kalikasan Institute Inc. (PKI)

Its mission remains: (1) To achieve genuine sustainable development for the Philippines and ensure sufficient adaptation to the ill-effects of climate changes; (2) To represent the interests of poor communities who are dependent on natural capital for their survival and development in Philippine government; and (3) To implement and institutionalize the Green Platform of Governance. It is not engaging the May 2013 Philippine national and local elections. However, it will support 17 key members of the Party who are running in various local positions in Malolos-Bulacan, San Pablo-Laguna, Victoria-Oriental Mindoro. Boac-Marinduque, Bohol, Kidapawan City, Datu Mastura-Maguindanao. Cotabato City, Magdalena-Laguna, San Jose-Batangas, Tabon-Tabon-Leyte, Puerto Princesa-Palawan. It will also be conducting a GREEN RATING-GREEN COVENANT campaign for national candidates for the 2013 elections to educate the public who among the senatoriables and party list candidates carry the green agenda, has the proven track record and integrity carrying the green principles and implementing the green agenda. Partido Kalikasan (GREENS PH) are scheduled to engage the 2016 national and local elections.
