GAP's approach toward advocacy is primarily through the media. According to a February 1990 profile, it utilizes litigation only as a "last resort." Tom Devine, GAP's Legal Director, said "Our job is to win a publicity campaign so that a lawsuit isn't necessary. When you're in a lawsuit, you're fighting a defensive battle .... We like to attack."
