Gandhigram, Arunachal Pradesh

Yobins forefathers were residing in Dawodi (vijyanagar Circle) i.e. Noa-Dehing valley prior to Indian independence, a time in memorial to our people, scattering into various villages namely, Dawodi, Gwamidi (P/bari), Ngwanalo (Gharigoan), Chindudi, Angni Chidudi (Ramnagar),Hazozlo, Shidi (Ganhdigram) etc. During that there was no Government establishment from either side. We lived and roamed freely thought that it was no-man`s land. Since in the absence of any Governmental establishment, we were using primitive source for our existence in a primitive way and fully depedent on Jhum amd shifting cultivation. Their fore fathers lived a very hard life as there was no procurement of essential commodities like salt etc. Due to hard life, some families further went down upto Marghrita, in the Assam and they mingled with other local tribes under British rule in the early part of 19th Century. The then Govt in Indian issued land allotment pattas in favour of Yobin family living under the restricted area in Margherita. This signifies that Lisus are also Yobins. They used to call their neighbouring brothers the Tangsa as Akhapha the Singhpho as Aphupha and likewise they called Lisu as Yobin. In the year 1961, the 7th of May, the Govt of Indian under took the Chaukham pass Expedition under the leader of Lt. Major Sumer Singh of 7th Assam Rifles, and our people welcomed him and he then announced that``you are now new Indians`` This happened before the event of International-boundary demarcation in between the 2 (two) countries (India & Myanmar) In the year 1962, Indian Administrative Offices was set up in Dawodi area under NEFA.Since then the Yobin were treated aliked with the rest of the Indian citizens. We were enrolled in the electoral roll voted had exercised our franchise in the sixth Lok Sabha election They also voted in the Panchayat election of 1976 and had representativde to the Arunachal Samaity Miao. According to 1961 Census, names of 80 (eight), tribes and Sub-tribes was returned and the tribe name is enlisted at Sl. No 78 and again in 1981 Census, again the name appeared in Sl. No.107 and hence the Yobin have been Arunachal Pradesh Schedule Tribes(APST) and were enjoying all the facilities entitled to bonafide tribe of Arunachal Pradesh till 1977. In reality remarkable International Border demarcation under took within 1972-74, all the Yobin inhabited villages namely,Dawodi,Gwamidi, Chidudi, Ngwanalo, Hazalo, Angi, Chidudi, Badadi, Shasi, Yenbodi, Chicheto and Nibodi, etc. were then included into Indian territory. Since then, they understood that they are part and parcel of India. But in the year 1978, everything changed. Their names were no more enrolled in the electoral roll and denied to participate in the democratic process and also ceased other associate facilities. The reason is unknown up to this day and their people fell into a trap of victimization. So, they are bound to chance legal administrative to ensure civil of politic right for our people. As a result of much persuasion and appeal made before the State Govt, as well as the Central Govt. as ``High Power Committee`` was constituted by the State Govt. In the year 1992, under the chairmenship of Shri. R.K. Khrimey, the then hon`ble Minister for Educaton, Science and Technology, Govt of Arunachal Pradesh to look into the grievences of Yobin. The Govt. Has regularized for re-enrollment of Yobin in the electoral roll vide No. Pol-57/79/vol-ll dtd.18/01/1994, as per the report submitted by the High Power Committee and in that order it is mentioned that the State Govt. is the competent authority to decide as to what category the Yobin is. However, the State Govts` Decision is not finalized, whether belongs to ST, S.C, O.B.C and others. Since there was no proper categorizing of our status, we are denied the land right, issued of PRC, LPC, educational and health care facilities, even though we live in our ancestral land as an Indigenous be. As we understand that there are a few sections of people who are still puzzled in regard to the Yobin originalityGandhigram village is inhabited by the Yobin (Lisu) people and is located in Vijoynagar Circle of Changlang District, Arunachal Pradesh, India. There is no road connectivity of road to the nearest town one has to walk five or six days to reach the nearest town ,Miao and there is no electricity till now.

The village has a government middle school established in 1961. Very recently an organization called Katha initiated a school (Katha Lisu School) that has class I (and preceding Nursery and KG classes) and a strength of about 200 students.
