"The Six Steps" are what Brock and Rabin-Havt refer to FOX News utilizing in order to spark national controversy that will in turn manipulate viewers' opinions, or in other words, the Fox effect:

  1. Fox News introduces a "fair and balanced" report to the public.
  2. Fox News devotes major coverage to the story presented.
  3. Fox News chastises other news outlets (like MSNBC) for not covering the story.
  4. Seeking to maintain their credibility, these other outlets too start reporting the story.
  5. Now that it seems that Fox News was the first to report the story, they are praised by news critics and pundits for their media coverage on the topic.
  6. The story dies off after it has had a major influence on the American public.
