A Flotilla is led by an elected Flotilla Commander assisted by an elected Vice Flotilla Commander, who is in turn assisted by appointed Flotilla Staff Officers. A Coast Guard Auxiliary Division consists of multiple Flotillas and a District consists of multiple Divisions.
