History
Construction of the refinery started in 1996. The refinery project was delayed several times due to environmental concerns and financial problems, including initial cost over runs and a shortfall in equity contributions. In 1998, it was 60% complete in 1998 but was struck by a cyclone that caused considerable damage. Construction was restarted in 2005 and the refinery was completed in 2006. It costs US$2.14 billion.

Famous quotes containing the word history:
“Properly speaking, history is nothing but the crimes and misfortunes of the human race.”
—Pierre Bayle (16471706)
“Throughout the history of commercial life nobody has ever quite liked the commission man. His function is too vague, his presence always seems one too many, his profit looks too easy, and even when you admit that he has a necessary function, you feel that this function is, as it were, a personification of something that in an ethical society would not need to exist. If people could deal with one another honestly, they would not need agents.”
—Raymond Chandler (18881959)
“The second day of July 1776, will be the most memorable epoch in the history of America. I am apt to believe that it will be celebrated by succeeding generations as the great anniversary festival. It ought to be commemorated, as the day of deliverance, by solemn acts of devotion to God Almighty. It ought to be solemnized with pomp and parade, with shows, games, sports, guns, bells, bonfires and illuminations, from one end of this continent to the other, from this time forward forever more”
—John Adams (17351826)
