Early Life and Career
Cline received a Bachelor of Arts degree in Political Science from the University of Saskatchewan in 1976. He campaigned for the NDP while still a student, finishing third in Regina South in the 1975 provincial election. He subsequently received a Bachelor of Laws from the University of Saskatchewan, was called to the Saskatchewan Bar in 1980, and worked for the firm Woloshyn Mattison (Calgary Herald, 9 January 1996).
