Harper later proposed a discussion with NDP leader Jack Layton in the light of growing concerns made by the United Kingdom government of Tony Blair as well as a report by Sir Nicholas Stern, a former chief economist World Bank who predicted a 20% drop of the global economy. Layton tabled a private member's bill, the Climate Change Accountability Act (Bill C-224), which contained plans to respect Kyoto's targets.
