The program was originally established in 1997 as the Basic Pilot Program along with two other programs created to prevent illegal aliens from getting jobs. The others were discontinued. In the two years since ICE finalized the regulations for electronically storing and/or generating I 9 records there has also been a steady increase in the number of administrative I-9 audits – where employers are asked to deliver their I-9 records to ICE within 72 hours for inspection. The USCIS Verification Division reported that over 16,000 E-Verify compliance letters were issued in Fiscal Year 2010. Famous quotes containing the word history:

History does nothing; it does not possess immense riches, it does not fight battles. It is men, real, living, who do all this.... It is not “history” which uses men as a means of achieving—as if it were an individual person—its own ends. History is nothing but the activity of men in pursuit of their ends.
    Karl Marx (1818–1883)

In the history of the United States, there is no continuity at all. You can cut through it anywhere and nothing on this side of the cut has anything to do with anything on the other side.
    Henry Brooks Adams (1838–1918)

Every library should try to be complete on something, if it were only the history of pinheads.
    Oliver Wendell Holmes, Sr. (1809–1894)
