Marshall was elected to the Legislative Assembly of Ontario for the Ontario Liberal Party in the 1934 Ontario general election for the Peel electoral district. In that election, he defeated longtime incumbent Thomas Kennedy from the Conservative party. He was appointed Minister of Agriculture from July 10, 1934 to October 12, 1937 serving one term in the legislature. Upon his appointment to the cabinet, he became one of the only people in Canadian history to hold the same ministerial portfolio in 2 different provinces.

Marshall and Kennedy would face each other again in the 1937 Ontario general election; this time, the results would be reversed with Kennedy defeating Marshall.
