Foreign Officials and Diplomats

In a rare exception, the State Department's Office of Foreign Missions(OFM) issues drivers licenses to foreign officials and diplomats, bypassing the states and territories in which live. OFM–issued driver licenses are equivalent to a regular state-issued license.
