He was born on June 10, 1948, in Lincoln, Nebraska and graduated from University of Nebraska-Lincoln in 1970 with a B.A., 1971 with a J.D., and in 1995 with an MCRP. He also got a MPA from the University of Nebraska at Omaha in 1984.
