Early Life and Education
Jacobs was born in Newark, New Jersey. He was active in the civil rights movement as a teenager, and in 1963, attended Martin Luther King's March on Washington. He graduated from Rutgers University in 1966 and earned a Doctor of Education degree (Ed.D.) from Harvard University in 1988.
