Head of State
The Chairman of the Verkhovna Rada was designated as the first in the order of succession of the next head of state with limited authority (1992-1996 and 2004-2010) while new presidential elections are conducted. Actions not allowed to be performed by the acting president include:
- disbanding the parliament;
- appointing or submitting candidates for parliamentary approval of government posts;
- granting military ranks or state orders;
- exercising the right of pardon.
No provisions for presidential succession are included in case both the president's and chairman's positions are vacant.

Famous quotes containing the word state:
“A work in progress quickly becomes feral. It reverts to a wild state overnight. It is barely domesticated, a mustang on which you one day fastened a halter, but which now you cannot catch. It is a lion you cage in your study. As the work grows, it gets harder to control; it is a lion growing in strength. You must visit it every day and reassert your mastery over it. If you skip a day, you are, quite rightly, afraid to open the door to its room.”
—Annie Dillard (b. 1945)
