Produced by 21st Century Film Corporation, filming began in 1989 and was completed in 1990, but after test marketing the film to a preview audience more stunts were added at the end.

The film was intended for release in the summer of 1990, to coincide with the 50th anniversary of Captain America. Posters appeared in movie theaters displaying the superhero's iconic shield, and teaser trailers were created. Several release dates were announced between fall 1990 and winter 1991, but the film went unreleased for two years before debuting direct to video and on cable television in the United States in the summer of 1992. It was given a limited theatrical release internationally, but was shown in cinemas across the USSR.

The film has been released on DVD in the MGM Limited Edition made-on-demand series.
