On September 29, 2009 after the primary election, Flaherty and Councilor Sam Yoon who finished third in the primary election, declared they had formed a ticket. If Flaherty were victorious, he vowed to appoint Yoon deputy mayor, a position that has not existed since the administration of Mayor Kevin H. White, who left office in 1984. The exact details of the position, including salary, were never finalized.
