Cost of Domestic Calls
After Guam was added to the North American Numbering Plan, the Federal Communications Commission (FCC) regulated calls to and from Guam as "domestic", hence dramatically lowered the cost of these telephone calls. This change also opened up national toll-free numbers (area codes 800, 888, 877, 866 and 855) to callers from Guam, which became very popular with the advent of pre-paid phone cards.
However, since no U.S. national mobile telephone carriers have a presence on Guam, cellular calls into Guam are not necessarily considered "domestic" or within the definition of "nationwide long distance".

Famous quotes containing the words cost, domestic and/or calls:
“If music in general is an imitation of history, opera in particular is an imitation of human willfulness; it is rooted in the fact that we not only have feelings but insist upon having them at whatever cost to ourselves.... The quality common to all the great operatic roles, e.g., Don Giovanni, Norma, Lucia, Tristan, Isolde, Brünnhilde, is that each of them is a passionate and willful state of being. In real life they would all be bores, even Don Giovanni.”
—W.H. (Wystan Hugh)
“Marriage is an act of will that signifies and involves a mutual gift, which unites the spouses and binds them to their eventual souls, with whom they make up a sole familya domestic church.”
—John Paul II [Karol Wojtyla] (b. 1920)
“We take a fancy to something: and scarcely have we thoroughly taken a fancy to it when that tyrant in us calls out: Give me that in sacrificeand we give it.”
—Friedrich Nietzsche (18441900)
