According to the BBC the department is considered 'one of Colombia's most dangerous' as of 2011. Guerrilla movements like FARC-EP and Ejército de Liberación Nacional have 'a very strong presence' here, in addition to right-wing paramilitary groups like Aguilas Negras. Oil installations are frequently targeted for attacks in this department, while the local government has admitted that it is 'impossible' to maintain security with so many armed groups controlling large swaths of the department.
