Early Life and Education

MacLeod was born in Melbourne, Australia. He was educated at St Michael's Grammar School in Melbourne and obtained his combined Bachelor of Arts/Laws degree from the University of Tasmania. MacLeod's subsequent qualifications include a Masters of International Law from Southampton and a graduate Diploma in International Law from the University of Melbourne. He was also part of Melbourne University's Asia Pacific Centre for Military Law.
