He, however chose to be recruited for the Uganda Government civil service as a cadet officer trainee. After his training in 1966 he was appointed an assistant superintendent of Uganda Prisons. In appreciation of his work, the Uganda Government, in 1968 awarded Kayiira a scholarship for further studies in Great Britain.
