Amanda Waller
Dr. Amanda Blake Waller is a character published by DC Comics. She first appeared in Legends #1 in 1986, and was created by John Ostrander, Len Wein, and John Byrne. Despite not possessing any superpowers, she has persistently proven herself a powerful foe of the superheroes of the DC universe as well as an antihero. In 2009, Amanda Waller was ranked as IGN's 60th Greatest Comic Book Villain of All Time.
