According to scientists at China's National Climate Center and the United Nations' Intergovernmental Panel on Climate Change (IPCC), these winter storms in China have been mainly related to abnormal atmospheric circulation and La NiƱa, and are not directly linked to climate change. The China Meteorological Administration mentioned that the 2007-08 winter was the coldest recorded across the country since 1986-87 with a one month-period during the winter storm event that was 2.5 Degrees Celsius below normal.
