A tropical wave and its associated low pressure area exited the west coast of Africa on August 21. By the following day, two METEOSAT satellites indicated that the system had a distinct cyclonic rotation and increasing deep convection. At 1200 UTC on August 23, Tropical Depression Five developed while located about 415 miles (668 km) west-southwest of Brava, Cape Verde. The National Hurricane Center initiated noted in its predictions that no significant change in intensity would occurred due to cold sea surface temperatures.
